"Fully furnished" is one of the most searched office phrases in this market, and for a good reason: fitting out a floor in Dubai takes time and a deposit, and both are things a new entity rarely has to spare.
The real difference in cost
Between a shell-and-core unit and a furnished one in the same building the asking rate typically differs by around a third. That gap is not a markup for chairs — it is the landlord recovering a fit-out he financed, spread across the lease. Over a three-year term the arithmetic usually favours furnished only if you would have paid for the fit-out yourself anyway.
What "furnished" does not include
Desks, chairs, partitions and often the network cabling — yes. A DEWA connection in your name, a fit-out approval from the free zone authority, and your own signage — usually no. Ask explicitly which of these are already done, because each one is measured in weeks.
